To me, it looks exactly like what the contractor said: the guy was sawing concrete for the riverwalk and a chunk fell into the river.
That 'raised hands' thing could very easily be accompanied by a loud, frustrated exclamation, such as "Oh, rats!!" or "Fooey, Louie!!" or some such.
But the REAL good stuff is in the combox, folks. Seems that the JS' public investigators don't earn a lot of respect.
