I think I know what Walker meant to say--that he'd rather find a better labor agreement than simply start dumping State employees to the curb.
But one can read his remarks in another fashion: that he has no real intention of shrinking the size (ergo, the scope) of the State's Gummint.
I expect that Walker will clarify.
